As a Project Manager, Avery’s responsibilities include assisting the AnP team with managing their many research projects through the research and publication process, providing analytical and drafting assistance, and coordinating presentations, lectures, and keynote addresses.
Avery comes to DQI with more than fifteen years of experience; the last four with the State of Maryland Department of Health and Mental Hygiene’s Office of Health Services. He has expertise in Medicaid, survey and research methodology, data analysis and recently developed and implemented an internal fraud analysis system for the state. He has presented and published research on LGBT intimate partner violence, HIV/AIDS, and the impact of the Affordable Care Act on state and federal Medicaid policy.
Avery received his BA and MA in Applied Sociology from the University of Maryland Baltimore County, where he developed the first reliable and valid survey to measure intimate partner violence in the LGBT population. He earned a second MA in Critical Studies from the Maryland Institute College of Art where he focused on the contributions of artists to their communities in the wake of the AIDS crisis of the 1980’s. Most recently, he began an MBA at Johns Hopkins University Carey Business School, with a focus on Healthcare Administration.

Dr. Brian Nový serves as the Director of Practice Improvement at DentaQuest Institute and President of the DentaQuest Oral Health Center. Dr. Nový is an international thought leader in the science of dental caries management and evidence-based dentistry. He brings a unique expertise in risk assessment and evidence-based dentistry from his experience in clinical research, teaching, and practicing dentistry, along with his active involvement with the Science & Research division of the American Dental Association. He served as the chair of the CAMBRA coalition through 2015 and continues to serve as Vice President of the Foundation for Worldwide Health (a NGO dedicated to improving professional healthcare and health education in developing countries). Dr. Nový is a Fellow in the American College of Dentists, the International College of Dentists, and the Academy of Dentistry International.

Caroline Darcy is a Technical Assistance Project Manager for Safety Net Solutions (SNS). She oversees the data collection and analysis process, and develops findings, recommendations and enhancement plans for safety net clinics. Caroline also offers support to dental programs during the implementation phase of the practice enhancement process, providing sample policies, individualized financial/productivity goals, business plans, job descriptions, coaching and motivation. Additionally, Caroline performs needs assessments and environmental assessments for clinic startups and feasibility studies. Caroline also assists clients with DentaQuest Institute's Safety Net Solutions Dental Learning Center.
Prior to joining the Safety Net Solutions team, Caroline provided management of employees and sales skills to multiple organizations, including Accurate Elevator, The Cranberry County Chamber of Commerce, Harvard-Pilgrim Health Care, as well as her own business with the aging-in-place population. She received her Bachelor of Arts degree from Emmanuel College in Boston.

Carrie is a Senior Project Manager for Quality Improvement and manages the Dental Caries Management (DCM) Collaborative as well the Institute’s other quality improvement initiatives.
Carrie has a strong background working in nutrition research and developing and implementing public health initiatives. Prior to joining the Institute, she managed several quality improvement and consulting projects at the National Institute for Children’s Health Quality (NICHQ) that focused on obesity prevention and advocacy, oral health, and breastfeeding promotion.
She is a graduate of Michigan State University and holds an MPH with a concentration in Health Communication from Tufts University School of Medicine and an MS in Biochemical and Molecular Nutrition from Tufts University Friedman School of Nutrition Science and Policy.

Christine is a Project Manager for Quality Improvement and works on the Institute’s quality improvement initiatives including Medical Oral Expanded Care (MORE Care) and Dental Caries Management (DCM).
Christine graduated from Worcester State University in May, 2017 with a Bachelor’s degree in Public Health. Prior to joining the DentaQuest Institute, she interned at UMass Memorial – HealthAlliance Hospital. There she worked with the Director of Quality Improvement and the Chief Medical Officer on quality improvement projects including a Medication Reconciliation project.
Cindy Hannon, MSWDirector of Health Improvement Full Profile
Cindy Hannon, MSW, is our Director of Health Improvement. In this role, Cindy is responsible for the overall management of the Institute’s quality improvement initiatives, including our Early Childhood Caries (ECC) and Dental Caries Management (DCM) Collaboratives. These and other initiatives at the Institute share a focus on disease management, specifically caries management, and how the care system can produce better health outcomes.
Prior to joining the Institute, Cindy worked with national policy leaders at the National Institute for Children's Health Quality (NICHQ) as Associate Project Director and Obesity Operational Lead. Cindy also served as Managing Director for the UCLA/RAND Center for Adolescent Health Promotion and the Harvard School of Public Health Prevention Research Center. Cindy is passionate about child and adolescent health and supporting the development of care teams’ capacity for continuous improvement.
Cindy holds a Masters of Social Work degree from the Boston College Graduate School of Social Work with a focus on children and adolescents and a Bachelors of Arts from Providence College. She is a graduate of IHI’s Improvement Advisor Program.
Da-Nell Pedersen, MPAManager Special Projects, Safety Net Solutions Full Profile
Da-Nell Pedersen is the Manager of Special Projects for Safety Net Solutions (SNS). Da-Nell joined the SNS team in 2014. She assists with coordinating all SNS activities, including in-person group trainings, one-on-one technical assistance, and other project-related activities. Da-Nell also coordinates the collection of project-related evaluation data and assists SNS Technical Assistance Project Managers in the collation of that data in order to track clients’ progress throughout the technical assistance process. She assists in maintaining the online client dashboard for SNS clients to guarantee that all clients have up-to-date project information. Da-Nell works closely with clients, expert advisors and the rest of the SNS team to ensure success is achieved with all SNS projects.
Prior to joining the SNS team, Da-Nell served as Oral Health Coordinator for the Arizona Alliance for Community Health Centers (AACHC), Arizona’s Primary Care Association, where she coordinated their Advancing Optimal Oral Health in Arizona project. This role involved the provision of training and support to Community Health Center dental program staff and the facilitation of statewide partners meetings in an effort to advance statewide oral health coalition efforts.

Danielle Apostolon has been the Senior Project Manager for the DentaQuest Institute’s Safety Net Solutions (SNS) initiative since 2008. In this role, she performs in-depth practice analyses of dental clinic management and operations, develops summaries of findings and recommendations, and creates step-by-step improvement plans for her clients. Danielle also offers support to dental programs during the two year implementation phase of the dental program improvement process, creating and providing sample policies, practice management resources, individualized financial/productivity goals, business plans, job descriptions, and providing coaching and motivation. As an SNS project manager she also performs needs assessments, environmental assessments, and feasibility studies for clinic startups. In addition, Danielle oversees the development and execution of Safety Net University and technical assistance group training workshops. Danielle has presented at various national platforms on the following topics: dental program finances, using data to monitor dental program performance, strategic scheduling, front desk operations, creating a business plan and leadership.
Prior to joining the Safety Net Solutions team, Danielle worked with multiple organizations, providing fiscal support and accounting expertise, including WB Mason, Spirited Sisters, Oscar Squared and Computerized Bookkeeping, LLC.

Dori BinghamProgram Manager, Safety Net Solutions Full Profile
Dori Bingham assists the Executive Director in overseeing all phases of the SNS project and provides day-to-day support to the SNS team and clients. Dori participates actively in the practice assessment process, including data analysis, site visits and the development of findings and recommendations. She works closely with clients throughout the implementation process, providing support, coaching and help in problem-solving. Dori also coordinates other SNS technical assistance projects such as feasibility studies and new dental start-ups.
For 14 years, Dori served as Associate Vice President for External Affairs at Morton Hospital and Medical Center in Taunton, MA. In this role, she was responsible for the hospital’s public relations, marketing, fundraising, community relations and community benefits programs.
Dori received her Bachelor of Arts degree in English from the University of Maine in Orono, ME.
Hyewon Lee, DMD, MPHAcademyHealth DSSF Fellow Full Profile
Dr. Hyewon Lee is a pediatric dentist and public health strategist focused on policies and programs for children and pregnant women. She led and co-led the development of multiple policy resolutions, including the Declaration on Access to Oral Health for Children published by the World Federation of Public Health Associations. Before joining the DentaQuest Institute through the DSSF, she served as a policy analyst at the Department of Health and Human Services of the United States, Health Resources, and Services Administration. She was the agency lead for Healthy People 2020 Oral Health Chapter and was closely involved with the publication of Oral Health during Pregnancy: National Consensus Statement.
Dr. Lee graduated from the University of Maryland in Behavior Psychology, Harvard School of Dental Medicine, and Johns Hopkins School of Public Health for her master in health communication. She is pursuing Doctor in Public Health in Health Policy at Johns Hopkins, focusing on health service research.
Ilya OkunevSenior Data Analyst, Analytics and Publication Full Profile
Ilya Okunev is a Senior Data Analyst with Analytics and Publication. In this role, he provides analytical, statistical and methodological support to the institute. Before joining the Analytics and Publication Group at DQI, he worked in the Business Analytics group under the direction of Hsing Min Sha. Over there, he led the development of successive new versions of the Fraud Waste and Abuse Model, helping to streamline the process by which the Fraud Prevention and Recovery Team identified suspicious billing patterns and wasteful practices.
He joined DQI in January of 2017. Under the direction of Dr Chalmers, he’s been working to identify and analyze treatment outcome measures in National and Regional Medicaid Databases. Current projects include development of dental performance metrics and cost-effectiveness of novel preventive procedures. He has a BS in Biophysics from Brandeis University as well as an MA in Statistics from Columbia University.

Jennifer Redding has been an Administrative Assistant in the DentaQuest Institute since 2010. Jenn’s primary role is to provide administrative support to Mark Doherty as Executive Director of Safety Net Solutions, but she also supports the entire Safety Net Solutions team as needed
Prior to joining the Safety Net Solutions team, Jenn earned a Bachelor’s Degree in Criminal Justice from Stonehill College in 1991. She worked as the Department Coordinator for the Materials Management Department at Morton Hospital and Medical Center in Taunton, MA providing support to the Department Director and Manager from 1992-2002. She also served on the Board of Directors for the Morton Federal Credit Union. From 2002 to 2006 she served as a Human Resources Representative/Nurse Recruiter for Morton Hospital and Medical Center. In 2006 Jenn accepted a position as an Administrative Assistant/Human Resources representative for Commonwealth Mobile Oral Health Services. Katie is responsible for supporting Rob Compton in all aspects of his role as Executive Director of the DentaQuest Institute as well as supporting the Institute team by providing program support, developing meeting materials, planning events and meetings as well as developing reports and presentations.
Prior to joining the Institute, Katie spent 3.5 years at Integrated Genetics (previously known as Genzyme Genetics); a division of LabCorp, where she was the senior administrative assistant to the Marketing division. Kelli is a Senior Project Manager for the Institute's newest initiative, Interprofessional Practice. She has been with the Institute since 2008, and previously worked as Project Manager for Safety Net Solutions. Laura Skaret brings many years of prior dental experience to the team. Dr. Doherty joined the DentaQuest Institute in 2005 as Director of the Institute’s Safety Net Solutions (SNS) program. Dr. Doherty provides leadership and direction for the technical assistance consulting projects and regional trainings, ensuring that the program's work is of the highest caliber. Under his direction, the program has grown from a pilot in three New England community health centers to a nation program serving over 450 safety net dental programs across the United States. Dr. Doherty represents Safety Net Solutions and the DentaQuest Institute with state, regional and national audiences. For nearly 30 years, Dr. Doherty served as the Director of Oral Health Services at Dorchester House Multi-Service Center in Boston, MA, where he built a safety net dental program that included three separate treatment sites, 18 dental providers, several specialty services, and a staff of more than 40. He currently serves as the Chief Dental Officer for the Taunton Oral Health Center and for Commonwealth Mobile Oral Health Services, which provides portable oral health care at sites throughout Massachusetts. He has served as a consultant for multiple organizations, including the Massachusetts Department of Public Health, Massachusetts Department of Youth Services, and the University of Massachusetts Medical School. He has appointments at several institutions, including the Harvard School of Dental Medicine, Boston Medical Center, Boston University School of Dental Medicine and Lutheran Medical Center.

Sean G. Boynes, DMD, MSDirector of Interprofessional Practice Full Profile
Dr. Sean G. Boynes is a Dentist Anesthesiologist who received his D.M.D. from the University of Pittsburgh and completed a three year residency in anesthesiology from the University of Pittsburgh Medical Center. He currently serves as Director of Interprofessional Practice at the DentaQuest Institute, Expert Advisor for Safety Net Solutions, and Senior Dental Advisor for CareSouth Carolina. Prior to taking his current position, Dr. Boynes was Director of Dental Medicine at CareSouth Carolina, a federally qualified health center in the Pee Dee Region of South Carolina. He has authored or co-authored over sixty publications relating to dentistry, public health, pharmacology, or anesthesiology. He is owner and Chief Consultant of Dental Medicine Consulting, a consulting firm that assists organizations and programs with quality evaluations, chart auditing, and integrating dental and medical disciplines. Dr. Boynes has been recognized by many organizations and the National Health Service Corp recently featured him as one of the 40 top clinicians for their 40th Anniversary Celebration and the National Children’s Oral Health Foundation lists him as a Dentist of Distinction. In addition, he remains an active clinician providing services to special needs populations in South Carolina.

As the Manager of Transformative Learning, Susan is responsible to lead the development and implementation of all clinical training and technical assistance programs for the DentaQuest Institute. This role includes the translation of internally, and externally, developed clinical innovations into web-based, on-site and group training products and services that will support dental care providers in integrating prevention and disease management protocols into routine practice.
Prior to joining the Institute, Susan spent many years in Business Readiness and Change Management roles within the Insurance and Financial Services industries working for The Hartford, MassMutual and Deloitte and Touche LLP. In these roles she was responsible for new application deployment including needs assessment, development of training and communication plans and strategies, project management, creation and delivery of web-based and instructor-led training materials, and post-implementation assessment. Susan also gained formal consulting experience while working as a Management Consultant for Accenture.
Susan received a Bachelor of Arts degree in Marketing from Bryant University in Smithfield, Rhode Island. While at Bryant, she was an active member of the Phi Sigma Sigma sorority.

Tequila Terry is the Vice President and Executive Director of the DentaQuest Institute where she leads a team of clinical quality improvement, and analytics resources responsible for supporting the transformation of the oral health care and financing systems through evidence-based research, quality improvement, and technology initiatives designed to test new care models that show potential to improve costs, quality, outcomes, and access to care.
Prior to this role, Ms. Terry was the Vice President of Policy Implementation for DentaQuest where she was responsible for integrating public policies and emerging healthcare trends into practice by ensuring readiness and alignment across all DentaQuest business units. In this role she was also responsible for DentaQuest’s corporate citizenship program which provides corporate giving, sponsorships and partnerships with charities and communities in need as identified by DentaQuest employees.
Throughout her career, Ms. Terry has worked with a broad array of health care industry stakeholders including health care providers, insurance carriers, patients and policymakers. Terry served as DentaQuest’s Executive Director of the Maryland Healthy Smiles Medicaid program. Under her leadership, Maryland was recognized by the Pew Center on the States as one of the top-performing states for oral health programs. Terry’s expertise played a critical role in the development of medical and dental inter-professional initiatives to address early childhood diseases in Maryland and the District of Columbia.
Ms. Terry was also the Chief Plan and Partner Management Officer for the Maryland Health Benefit Exchange (MHBE) where she was responsible for the development and oversight of insurance product strategy through partnerships with commercial insurance companies, CO-OPs, and Managed Care Organizations. She was also responsible for MHBE’s channel partner program which included insurance broker and third party benefit administrator certification, oversight and support. In this role, Ms. Terry also worked with community stakeholders to identify implications of policy decisions and communicate policy decisions to market partners.
In addition to her vast experience with the administration of government sponsored health care programs, Ms. Terry also served as Vice President of Operations for a commercial vision insurance company where she had responsibility for group enrollment, claims processing and consumer assistance. Additionally she held leadership roles with a national health care data clearinghouse, where she worked with large hospital systems, pharmacies and private practitioners from around the country to help them understand and institute best practices for revenue cycle management and patient payment processes.
Ms. Terry is currently a fellow with the 2016-2017 Disparities Leadership Program, led by the Disparities Solutions Center at Massachusetts General Hospital. Through this program, leaders address racial and ethnic disparities in health care and develop solutions that are carried throughout the health care industry.

Vuong K. DiepProject Coordinator Full Profile
In her Project Coordinator role, Vuong supports the coordination of projects across all DentaQuest Institute programs and other teams by assisting with tasks as needed for the management of all activities and deliverables in the project. In addition, Vuong is responsible for the administration of the DentaQuest Institute learning accreditation process.
Vuong graduated from the College of the Holy Cross in 2014 with a Bachelor’s degree in Mathematics and Concentration in Asian Studies. Prior to joining the DentaQuest Institute, she worked at the Boston VA Healthcare System in the Massachusetts Veterans Epidemiology Research and Information Center as the research assistant for 2 years. There she focused on the CSP578 PRESERVE trial (Prevention on Serious Adverse Events Following Angiography) and performed study related and administrative tasks for the investigation team.
Vuong is currently pursuing her Master's in Public Health at the Massachusetts College of Pharmacy and Health Science (MCPHS) University at the Boston campus.
